The banned server bypass is always active. You don't need to do anything to enable it.
For troubleshooting, you can check if a server is banned here: https://ismyserverblocked.com/
If it is, you will be able to join the server with Wurst but not with vanilla Minecraft.
Keep in mind though that many servers shut down or move to a different IP shortly after Mojang bans them. So if your server still shows up as unreachable in Wurst, that's probably why.
