So, what exactly does NoChatReports have to do with .gm? Please elaborate on your bug report / question because I'm really not sure what you mean.
For context, NoChatReports is a hack that protects you from chat reporting, a controversial Minecraft feature introduced in 1.19.1 that allows other players to report what you say in chat (messages, not commands) and get your Minecraft account banned from all servers at once.
Meanwhile, .gm is a shortcut for /gamemode, a Minecraft chat command (not a message, not affected by chat reporting) that allows you change your gamemode, provided that you have permission to use it on the server you are playing on. Not having permission to use the /gamemode command typically results in an error message like the one in your screenshot.
