I'm not entirely sure if you mean simulating the up/down movement of someone clicking their mouse with shaky hands, or just moving the cursor to avoid fishing in the same spot every time.
In newer Minecraft versions (1.20.x), Wurst has an AutoFish MCMMO mode that can move the cursor or even move the whole player periodically, so that you don't fish in the same spot for too long. You can configure this to move the cursor after each catch. If your server isn't strictly 1.8.9-only, then this might work for you.
But if you're looking for a shaky hand simulation, AutoFish can't really do that. However, this is not something that anticheat plugins typically look at either, as many players just naturally have steady hands.
