Hey noah_billion,
AutoLibrarian gets its list of enchantments directly from Minecraft itself. By default, the Wind Burst enchantment cannot be obtained from villagers and thus won't be listed in AutoLibrarian (same as Soul Speed and Swift Sneak).
Wind Burst will only show up in AutoLibrarian if you play on a modded server or singleplayer world that uses a datapack to make the Wind Burst Enchantment tradeable.
